I had that exact thing, the trick is to always have your lips moist.
What you said is true, if people keep applying the chapstick even when there lips are cured, that is when your lips depend on the chapstick. However, when your lips are actually chapped, it is ok to use chapstick as frequently as desired.
OK, so what i did was i wore chapstick in the day, and kept applying whenever it seemed to dry up, and i applyed a pretty thick amount of vaseline on my lips at night, its a pretty good routine for chapped lips, your lips will heal in like 3-4 days.

Regular and medicated chap stick are specifically for moisturizing,
and cooling sore lips due to chapping.
Being that their sole purpose is to moisturize,
I would say no,
it would be ineffective on a cut.
Think of it this way,
would you put hand lotion on a scraped knee?
It might alleviate the pain a bit and make it feel 'cooler'
but it's not promoting healing.
So no,
a chap stick will not promote healing on a cut,
but it will make it feel a little better.

Yes, if you use Chap Stick more often, your lips get chapped more easily. I have to apply Chap Stick all the time because of this.

Chap stick keeps your lips from being dry, it doesn't heal cuts.

actaully i have that to.
on the inside on my upper lip.
Whatever you do don't lick your lips, and always carry around chapstick with you, I'd tell you what I use but the label fell of :0
but just hunt for some healthy mosturizing chapstick with a subtle shine (I remeber the label saying something like that xD)

vaseline and 1-2 days of not straining the cut should do it :)

Use Vaseline before bed, it's great.
But your lips will become dependent on it if you use it every night.

Chapstick, if that doesn't work then use Lip Gloss.
